75: US-Vietnam trade deal announced: What are the repecussions and who actually pays

Trump recently announced a US-Vietnam trade deal where importers of Vietnam-made products coming into the US paying 20% tariff duty at the US ports to Customs and Border Protection.

Despite what Trump says, neither foreign countries or companies are paying these duties, as I explain.
